A day after Bishop Soc Villegas was installed as the new Archbishop of Lingayen-Dagupan, the College of Consulters met to elect the Diocesan Administrator as mandated by the Code of Canon Law. The presider of the meeting, former Vicar General, Rev. Fr. Percival V. Medina, proclaimed Msgr. Vic Ocampo as the Diocesan Administrator of the Diocese of Balanga. The new Diocesan Administrator garnered more than 2/3 of the total tallied votes from the College of Consultors. The result was reported immediately to the Apostolic Nunciature which gave the signal to announce to the whole Diocese the election of the Diocesan Administrator.
The College of Consultors proceeded to the Bishop's Chapel to witness Msgr. Vic Ocampo as he made the Profession of Faith and Oath of Office. Mabuhay Msgr. Vic! Mabuhay!
